The trip's aim was to enhance and assess opportunities for developing relations between the European Union and the state of Guanajuato, particularly as part of the launch of a strategic partnership between the EU and Mexico (13 October 2008) and eight years after the implementation of the EU-Mexico Association Agreement.
The meetings' programme, opened in the presence of the deputy foreign minister, allowed ambassadors to find out more information on local realities in Guanajuato and speak to a broad range of stakeholders. The state governor Juan Manuel Oliva Ramirez accompanied by the members of his office opened the first round table by setting out his action plan for 2006-2012, "Action, Projects and Opportunities in Guanajuato". Ambassadors visited the inland port and the Poliforum Leon, a new conference and exhibition centre, followed by a meeting with approximately 50 business representatives, which helped them to appreciate the selling points of the state and local expectations. The issue of education, a government priority, was discussed with the representatives of the National Council of Science and Technology (CONACYT), local government and heads of universities and technology and research centres. Issues linked to the environment, energy and culture were also discussed at the round tables. Lastly, a meeting with senators, deputies and mayors helped to examine the importance of links between the legislature and economic sectors.
