The Justice and Home Affairs Council of 24th October deals with 'Home Affairs' in the morning and 'Justice' in the afternoon.

With regard to 'Home Affairs' , the Interior Ministers will be invited to:

  • adopt the draft regulation and draft decision for the migration from the Schengen Information I (SIS I) to the Schengen Information System II (SIS II) by giving a new mandate to the Commission to continue the development of SIS II;
  • adopt the draft conclusions on the creation of a European alert platform, based on national platforms, for illegal content on the Internet;
  • adopt the conclusions on the principle of 'convergence' with regard to internal security. This subject was the topic of a presentation by the French Presidency during the informal justice and home affairs meeting in Cannes on 7 and 8 July;
  • discuss an action plan for combating drug trafficking in Western Africa in line with reflections on a new strategy in the area of external relations with regard to justice and home affairs;
  • review ongoing discussions on the European passenger name record data.

With regard to 'Justice', during this Council meeting the ministers should reach political agreements on:

  •  the decision on the establishment of a European Criminal Record Information System, which would be indispensable for the effective interconnection of the criminal records of the 27 Member States;
  • the resolution on the training of the judiciary, to create a common legal culture among the judiciary and judicial staff of the European Union;
  • the regulation on alimony, maintenance or spousal support obligations designed to simplify collection and make life easier for European citizens.

They should also adopt conclusions in the area of the international protection of vulnerable adults ahead of the entry into force on 1 January 2009 of the Hague Convention of 13 January 2008.
