Conference on "new social issues in a changing Europe"

Under the aegis of the French Presidency of the Council of the European Union, a conference on the new social questions in a changing Europe will be held on 12 November 2008 in Paris. It will facilitate debate on the questions posed by new social realities at European level, on the basis of the results of the consultation organised by the European Commission and in the context of the renewed European social agenda. The conference is organized by DREES, the research, evaluation and statistics directorate of the French ministry of health.
The conference follows on from the forum on the renewed social agenda organised by the European Commission in May 2008, the communication of the European Commission on the renewed social agenda in early July and the informal meeting of the ministers for labour in Chantilly on 10 and 11 July 2008.
This meeting will pursue the preparation of the new guidelines for Europe's social policies. It will bring together experts and political decision-makers and allow the participants to confront their points of view, academic knowledge and policy approaches during the four round table debates covering successively: social Europe in the globalised economy, the challenge of ageing populations and solidarity between the generations, social diversity and cohesion and, finally, the instruments of social Europe.
The first round table covers the role of social Europe in the globalised economy. It will tackle the prospects for social Europe in a context of growing globalisation, from the angle of the obligations linked to fitting into the globalised economy, the links with the Lisbon strategy for growth and employment and the links between social Europe and fundamental social rights.
The second round table will examine the question of ageing populations and solidarity between generations. It will allow the EU countries to pursue their reflection on solidarity between the generations, a theme which was covered in exchanges of views between the Ministers during the informal meeting of the Ministers of Labour held in Chantilly on 10 and 11 July.
The third round table will tackle the theme of social diversity and cohesion and will review the expectations of citizens and Europe's ability to produce concrete actions to meet them, thanks in particular to the contributions of a representative of the European Parliament, a representative of the European Economic and Social Council, and a representative of the platform of European NGOs of the social sector.
Lastly, the fourth round table will examine the instruments of social Europe and discuss the instruments to be promoted, both in terms of new instruments to be devised and existing instruments to be revamped.
