In particular, the delegates hope to identify, in an exploratory fashion, ways and means for developing and streamlining vocational training structures in the region, and for strengthening regional cooperation between the countries of the Union for the Mediterranean. Specifically, the following topics will be discussed at the forum on 18 December:
- a reminder of what is at stake, for the Maghreb and Mashreq countries, in developing vocational training and strengthening its effectiveness. Issues include the development and diversification of local economies, a role in international trade flows and direct investments (particularly with a view to the increasing economic integration of Union for the Mediterranean countries), and the demographic and social impact of vocational training.
- an overview of the various vocational training systems in the region (strengths and weaknesses) and their shared characteristics (organisation, stakeholders and governance; who is being trained and in what areas; objectives and priorities, etc.). The current structures will also be examined, as well as fundamental changes that have shaped them in the course of the past decade.
- on the basis of this assessment, an identification of the most important needs in terms of vocational training in the countries on the southern shore of the Mediterranean, including a draft agenda for vocational training reform in the countries concerned. Best practices and innovative projects identified in the region will be spotlighted.
- an exploratory discussion - from a regional point of view - of ways and means to deepen vocational training cooperation between Union for the Mediterranean countries, as well as how coordination of bilateral and multilateral cooperative actions already underway can be strengthened.
Nearly 200 participants are expected to attend this forum, to which the 43 Union for the Mediterranean ministers with responsibility for vocational training have been invited. The forum will also feature experts, vocational training professionals, representatives from the business world, trade union leaders, cooperation agencies and representatives from EU institutions.
