The Transport, Telecommunications and Energy (TTE) Council is being held in Brussels on 8 and 9 December to examine, in particular, the energy-climate legislative package.
The European transport, telecommunications and energy ministers is meeting on 8 December under the presidency of Dominique Bussereau, the French Minister of State for Transport. This session is devoted to air, land and maritime transport.
The European energy ministers is meeting on 9 December under the presidency of Jean-Louis Borloo, the French Minister for Ecology, Sustainable Development, and Town and Country Planning (Regional Development). The energy-climate package and energy efficiency and security will be at the centre of discussions.
The Transport, Telecommunications and Energy Council is holding a policy debate on an EU energy security and solidarity action plan in the context of the Second Strategic Energy Review presented by the Commission. This review of the Commission paves the way for the next stage in the European energy policy, by looking at the challenges that will probably have to be faced between 2020 and 2050 and embarking on a study of the response that the EU will have to give to these challenges in the longer term.
The action plan seeks to supplement the measures already envisaged in the energy-climate package with a view to achieving all three of the EU's basic objectives regarding energy: sustainable development, competitiveness and, above all, security of supply. The plan has five strands:
- Infrastructure requirements and diversification of sources of supply;
- External relations in the energy field;
- Oil and gas stocks and crisis response mechanisms;
- Energy efficiency;
- Optimum exploitation of the EU's own energy resources.
