Statement by the presidency of the Council of the European Union on Somalia

The Presidency of the Council of the European Union welcomes the latest developments in the Djibouti peace process between the Transitional Federal Government and the Alliance for the Reliberation of Somalia, under the aegis of the UN Secretary General’s Special Representative. The opening of parliament to the opposition on an almost equal basis with current members of parliament will help to reinforce the transition institutions.
This political progress must go hand in hand with concrete progress in the implementation of the ceasefire. The formation of joint units, in the context of the announced withdrawal of Ethiopian forces in Somalia, is crucial in this respect.
The Presidency of the Council of the European Union calls on the parties to the Djibouti Agreement to fully respect their commitments and to fulfil them immediately.
The Presidency recalls that the international community has put in place a sanctions regime against those persons blocking the political process within the framework of Security Council Resolution 1844.
It calls on all the parties who have remained outside the process to participate and to cease fighting.
