Additional plenary session of the European Parliament on 3 and 4 December 2008

The European Parliament is meeting on 3 and 4 December in Brussels for an additional plenary session. The Council of the European Union and the European Commission are scheduled to present the MEPs with statements on the preparation of the European Council of 11 and 12 December 2008 and on the state of the negotiations on the energy-climate change package.

The European Parliament meets once a month at its seat in Strasbourg for a four-day plenary session from Monday to Thursday. In addition to these twelve annual Strasbourg sessions, the Parliament also meets in plenary sessions in Brussels six times a year. These Brussels sessions are limited to two half-days (usually Wednesday afternoon and Thursday morning) and are known as 'additional plenary sessions' or, more commonly, 'mini plenary sessions'.

December's additional plenary session will be marked by two debates on the statements of the Council of the European Union and of the Commission on the preparation of the European Council on 11 and 12 December 2008 and on the state of the negotiations on the energy-climate change package.

The Council of the European Union is also due to respond to two oral questions on the future global structure of the financial markets and the adoption of an economic recovery plan for Europe and on measures aimed at improving the environment for small and medium-sized enterprises in the Small Business Act for Europe. The Council also plans to present three statements to MEPs on the subject of the European strategy on the Roma, the participation of the State of Israel in Community programmes, and the code of conduct on arms exports.

The agenda of the additional session also includes the examination of a legislative report on setting up a facility for responding rapidly to soaring food prices in developing countries and a discussion on three legislative reports on fighting tax evasion.
