The director of the policy planning centre of the French Ministry of Foreign Affairs hosted a meeting of his counterparts from the policy planning services of the other 26 Member States of the European Union, along with their counterparts from the General Secretariat of the Council and the European Commission, at the Quai d’Orsay in Paris on 1 December.

The planning service directors discussed the practical implementation of the effective multilateralism that the Europeans have been promoting on the international scene since the European Security Strategy of 2003.

Their discussions covered relations with our major partners: the United States, following the election of the new President, Barack Obama; Russia after the war in Georgia and China following the success of the Olympic Games in Beijing.

The previous day’s talks had focused on the financial crisis and its consequences for the European Union.

A certain number of experts contributed their input, including Justin Vaisse, Senior Fellow at the Brookings Institution; François Godement, Asia consultant of the French policy planning centre, director of the Asia Centre at Sciences-Po Paris and member of the European Council on Foreign Relations (ECFR) think-tank; Jean Pisani-Ferry, director of the Bruegel Institute; and Sabine Fischer, expert on Russian affairs and a Senior Research Fellow at the EU Institute for Security Studies (EUISS).
