The Council's participation in the plenary session of the European Parliament in Strasbourg from 17 to 20 November 2008

MEPs are meeting in Strasbourg on 17 November for another plenary session.
The European Parliament meets every month in Strasbourg for a plenary session. This November plenary session will be marked by a debate on the reform of the common agricultural policy which will take place on Tuesday 18 November in the presence of the French Minister for Agriculture, Michel Barnier. The 18 November will also be marked by a second debate, in the presence of Jean-Pierre Jouyet, the French Minister of State for European Affairs, on the EU’s response to the world financial crisis, following the summit in Washington. This debate on the financial crisis will incorporate that on the European Commission’s legislative and work programme for 2009.
The other debates scheduled for this plenary session, at which the Council of the European Union will be represented by a minister from the French Presidency, concern the following points:
18 November
- The consumption of fruit at school: the MEPs will debate a programme to promote the consumption of fruit at school. Michel Barnier will be representing the Council.
19 November
- The situation in the Democratic Republic of Congo: the Council, represented by Jean-Pierre Jouyet, will present a statement on the European Union’s response to the deterioration of the situation in the eastern Democratic Republic of Congo.
- The conditions for entry for non-EU nationals for the purposes of employment: Jean-Pierre Jouyet will be representing the Council for a debate on two reports on the conditions for entry for non-EU nationals for highly-skilled jobs and the single application procedure for residence and work permits.
- Space policy: the Council, represented by Valérie Pécresse, the French Minister for Higher Education and Research, is scheduled to respond to an oral question on the EU space policy.
- The convention on cluster munitions: Jean-Pierre Jouyet will respond to an oral question to the Council on the need for the convention on cluster munitions to enter into force by the end of 2008.
- Demographic trends: on behalf of the Council, Jean-Pierre Jouyet will present a statement on the economic and social impact of the demographic trends.
- HIV/AIDS: the Council, represented by Jean-Pierre Jouyet, will make a statement on screening and early treatment for HIV/AIDS.
In addition, in the margins of the plenary session, the French Minister for Ecology, Energy, Sustainable Development and Regional Development, Jean-Louis Borloo, plans to join Jean-Pierre Jouyet in Strasbourg on 18 November to meet with the MEPs concerned by the ‘energy and climate change’ package.
