Conference on "Strengthening co-operation between Member States in the field of social security co-ordination"

The purpose of this conference is the exchange of best practices on co-operation against social security fraud. This conference is being held in the context of current European efforts aimed at maintaining the balance between rights and responsibilities in the field of social security. It is organised by the French Ministry for the Budget, Public Accounts, and the Civil Service, under the French Presidency of the Council of the European Union.
Benefit fraud may involve persons who receive unemployment benefits in one country whilst working in another, the unreported death of a benefit recipient, or fraud arising from workers who are posted abroad.
This conference will adopt a very specific approach based on the experiences of European countries. Participants include civil servants who work in the field of social security involving migrant workers, Members of the European Parliament, social partners working in the field, as well as representatives of migrant workers and from the academic world.
The conference will have five working sessions.
The first session will be given over to the results of the ad hoc "Frauds and Errors" Group, in particular the problems encountered by Member States in the field of co-operation.
The second session will aim to present the legal and technical framework to be applied in the coming years (Regulation 883/2004 of the European Parliament and of the Council), clarifying the contribution of new coordination regulations to co-operation between States, in particular from the point of view of implementing electronic data exchange.
The third session will address the issue of exchanging files between social security bodies with regard to data protection requirements.
The fourth session will use examples drawn from the experience of Member States to identify best practices in terms of both monitoring abroad and organisation.
Finally, the closing session of the conference will use the conclusions of the preceding sessions to define the co-operation development prospects that are open to Member States.
