Conference on life-long learning and securing career paths

This conference offers an opportunity to identify the challenges that must be tackled by public policies in order to improve lifelong learning.

Lifelong learning is at the heart of the flexicurity principles adopted by the European Council in December 2007. These principles act as reference points in the national and European debates on labour and employment. France would like to use its Presidency as an opportunity to improve our understanding of the role of training in securing professional transitions.

This conference will be structured around three sessions covering the following topics:

•    Vocational training and the securing of career paths – findings and key issues. Studies and statistics will be used to create an overview of the disparities of access to adult education in Europe and to analyse the effectiveness of vocational training, both in terms of improving individual career paths and strengthening corporate competitiveness. These findings will shed light on the future challenges and key issues for vocational training.

•    Choosing public policies to make vocational training more effective in the securing of career paths. Public policies designed to promote the training of employees in companies and to detect and support the training needs of the workforce will be examined in turn. These issues will be illustrated by examples of best practices developed in particular regions or in professional sectors in which training has played a key role.

•    Lifelong education and the securing of career paths – future prospects. This final session will include a presentation and discussion of studies concerning the future needs of the job market, as well as the role of different training courses in facilitating integration into the job market. There will then be a more general discussion of the challenges facing Europe, especially with regard to how vocational training can contribute to qualifications, mobility opportunities and the securing of career paths.
250 to 300 people from the 27 Member States will participate in the conference. The audience will consist of representatives of governments, administrations, social partners, professional circles, local authorities, academic circles (researchers and lecturers) and intergovernmental organisations (OECD, ILO). The European Commission and the European Parliament will also be represented.
