Conference on "Judicial cooperation: from practitioners' expectations to the Union's legislative policy"

On the tenth anniversary of the European judicial network in criminal matters (EJN), the French Ministry of Justice is bringing together all the European players and practitioners involved in judicial cooperation in criminal matters.

The Union's legislative work is advancing swiftly and the conference will be an opportunity to assess judicial cooperation tools in criminal matters for the first time, particularly on the basis of opinions voiced by practitioners, the EJN's points of contact.

Since the treaty of Amsterdam came into force on 1 May 1999, cooperation between Member States has been reinforced to better fight organised cross-border crime and terrorism. Henceforth, transmissions between national legal authorities are direct, requests are becoming more varied (controlled deliveries, undercover investigations , interception of telecommunications, communication of banking data, etc.) and there is greater control over grounds for refusing requests for cooperation. Since the Tampere European Council (1999),judicial cooperation has been stepped up namely by applying the principle of mutual recognition of judicial decisions.

The development of this "European judicial area" has fostered the emergence of new players with the aim of facilitating the implementation of cooperation tools. The EJN, which comprises points of contact located across the entire territory of the Member States, has become a key player in this field.

The meeting will be an opportunity to learn from experiences for the Union's future legislative work, as The Hague programme draws to an end in the course of 2009.
