Participation of the Council in the plenary session of the 40th COSAC

From 2 to 4 November 2008, the French Senate will host the 40th meeting of the Conference of Community and European Affairs Committees of Parliaments of the European Union (COSAC).

The Conference of Community and European Affairs Committees of Parliaments of the European Union (COSAC) is a body for co-operation between committees of the national parliaments dealing with European affairs. The COSAC permits regular meetings between members of the national parliaments of the Member States and of the candidate countries and of the European Parliament. The first meeting of the COSAC took place in November 1989. It was then formally recognised by the protocol on the role of the national parliaments annexed to the Treaty of Amsterdam, which authorised it to submit any contributions it deemed necessary to the European institutions. The COSAC is presided over by the Parliament of the country holding the Presidency of the Council of the European Union. It meets once every six months in plenary session (six representatives per national parliament and six representatives of the European Parliament) to debate and adopt its contributions.

From 2 to 4 November 2008, the French Senate will host the 40th meeting of the COSAC. The main debates on the agenda for this meeting are:
- the French Presidency of the Council of the European Union;
- energy security and the European Union;
- bringing Europe closer to the citizens: what action should be taken? What role should the parliaments play?
- the association of the national parliaments with the area of freedom, security and justice, and in particular with the monitoring of Europol and the evaluation of Eurojust.

During the debate on the French Presidency of the EU, the French Prime Minister, François Fillon, will speak on behalf of the Council. The French Minister for State for European Affairs, Jean-Pierre Jouyet, will participate in the debate on bringing Europe closer to the citizens, the action to take and the role that should be played by the parliaments.
