This conference brings together the seven presidents of the Outermost European regions - Guadeloupe, French Guiana, Martinique, Reunion, the Azores, Madeira and the Canary Islands - representatives of the European Commission and the three Member States concerned, i.e. France, Spain and Portugal, as well as members of the European Parliament. Danuta Hübner, European Commissioner for regional policy will be present and governors of Para and Amapá (Brazil) as well as the Minister for planning, development and cooperation of Surinam will be associated to this meeting.

Rama Yade, Minister of State for Foreign Affairs and Human Rights, chaired a ministerial meeting in Paris on 29 October 2008 with the European Troika and Australia. The European Commission and General Secretariat of the Council was represented by Benita Ferrero-Waldner, European Commissioner for External Relations, and Robert Cooper, Director-General for External Relations at the General Secretariat of the Council. Australia’s Foreign Minister Stephen Smith represented Australia.

In view of the adverse effects of the global financial turmoil on the economic and financial situation in Hungary, the Council Presidency and the Commission expressed on 13 October the EU' s commitment to use all available instruments to support Hungary in withstanding the market pressures that have recently emerged in spite of the improved macroeconomic and financial policies undertaken by the authorities in recent years, including the significant reduction in the government deficit from mid 2006.
