Conference on subsidiarity at the Senate in Paris

This conference will be an opportunity for local and regional elected politicians, and for members of parliament and representatives of the Community institutions, to reflect together in greater detail on the steps to be taken both at the level of the European Union and within the Member States to adapt Community policies and legislation more effectively to citizens' expectations and thus develop a genuine culture of subsidiarity.
This conference will seek to take on board the challenges and prospects that the subsidiarity principle represents for the Committee of the Regions and for all local and regional authorities and to assess, on the basis of the law as it currently stands, the internal arrangements and Community machinery for following up and monitoring the subsidiarity principle. Some light will also be shed on current thinking and on existing practices within national parliaments.
Improving the regulatory environment, simplifying the acquis communautaire, transposing Community legislation, applying the principles of subsidiarity and proportionality and strengthening the methods used for consultation and for evaluation of the impact, particularly the territorial impact, of measures are a priority in promoting genuine multi-level governance within the European Union.
At the opening session, statements will be made by Gérard Larcher, the President of the Senate, Jean-Pierre Jouyet, the French Secretary of State for European Affairs, and Luc Van den Brande, the President of the CoR. Margot Wallström, Vice-President of the European Commission and European Commissioner for Institutional Relations and Communication Strategy, will open the debate, which will comprise speeches by a number of representatives of decentralised government.
