The European Parliament is meeting from 20 to 23 October 2008 for another plenary session.

MEPs are meeting in Strasbourg on 20 October for a plenary session focusing mainly on examining the draft budget for the European Union for 2009.

The October session traditionally focuses on the budgetary process and is, therefore, the occasion for the MEPs to examine and adopt at first reading the draft general budget of the European Union for the year 2009 in a debate scheduled for 22 October. Jean-Pierre Jouyet will represent the Council in this session.

Apart from the budgetary procedure, the main legislative debates on the agenda for this plenary session, and which should see the Council represented by a French minister, are as follows:

  • temporary work: on 20 October the MEPs will debate at second reading a proposal for a directive on the working conditions of temporary workers. This text aims to improve the quality of temporary work by ensuring the respect of the priniciple of non-discrimination with regard to temporary workers and the establishment of an appropriate framework for using temporary work to contribute to the smooth functioning of the employment and labour market. The Council will be represented on these issues by Xavier Betrand, the French labour minister.
  • relations with Russia: on 21 October Jean-Pierre Jouyet is scheduled to present a Council statement on the state of relations between the EU and Russia to the MEPs on behalf of the Council.
  • the cooperation with Vietnam: on 21 October, the Council, represented by Jean-Pierre Jouyet, is due to respond to an oral question on the new partnership and cooperation agreement between the EU and Vietnam with regard to democracy and human rights.
  • relations with Bosnia-Herzegovina: on 21 October Jean-Pierre Jouyet is scheduled to present a Council statement on the stabilisation and association agreement between the European Community and Bosnia-Herzegovina to the MEPs.

In the margins of the plenary session, the French minister of state for European affairs, Jean-Pierre Jouyet, will meet with the Conference of the Committee Chairmen for a mid-term review of the French Presidency of the Council of the European Union.
