This event, which was honoured by the presence of Ronald K. Noble, the Secretary General of Interpol, was an opportunity to review the major scientific advances and the challenges of integrating scientific proof in criminal procedure from a European perspective.
Taking as its starting-point the responses from Member States to a questionnaire, the conference took stock of the various national systems of rules and practices as they apply to the gathering, handling, management and use of scientific proof in criminal cases, as well as the status of experts and laboratories.
The conference was an opportunity to initiate discussions on the changes that might be envisaged in this field such as creating Europe-wide guidelines of best practices on protecting crime scenes, pooling expert resources, through a European Register of Experts for example, setting up a European system for certifying laboratories and harmonising legislation in member states on the use of scientific proof.
Lastly, the discussions raised the need to reinforce dialogue between the players in legal process (such as the judicial authorities and the parties) and the experts, dialogue indispensable for introducing these changes.
