The Bologna Process, an intergovernmental process launched in 1999 with the Bologna Declaration, one year after the Sorbonne Declaration, aims to set up a European Higher Education Area (EHEA) by 2010. It does not aim to set up a single higher education system in Europe, but to make different higher education systems and higher education institutions more transparent, by creating a common reference framework (in particular, a three-cycle system, European standards and guidelines for quality assurance, common references for doctoral programmes in Europe) and common tools (notably European ECTS credits and diploma supplements). The Bologna Process has, therefore, at a twofold objective: to create a European Higher Education Area that is an area without borders for student and teacher/researcher mobility, and an attractive area in relation to the rest of the world.
Within this context, the French Presidency of the Council of the European Union is organising a BFUG meeting on 14 and 15 October at the Sorbonne in Paris.
This BFUG meeting is part of the 'London-Louvain/Leuven' work programme for the June 2007-April 2009 period (i.e., the period until the next ministerial conference in Louvain/Leuven, scheduled for 28 and 29 April).
The debates will focus on the future of the Bologna Process beyond 2010, taking into account the first reflections from the extraordinary meeting of the BFUG in Sarajevo in June 2008.
It will also provide an opportunity to take stock of the latest developments of the European quality assurance register (EQAR) created in March 2008 and to discuss the various works undertaken so far by working groups set up since the last ministerial conference in London.
Around 100 participants from the 46 European countries involved in the Bologna process, along with representatives of international organisations and associations also involved in BFUG meetings (EUA, EURASHE, ESU, IE, Business Europe, ENQA, European Commission, Council of Europe, Unesco-Cepes), are expected to attend.
