General Affairs and External Relations Council in Luxembourg: Main Results

Bernard Kouchner, the French Minister of Foreign and European Affairs, presided over the General Affairs and External Relations Council on 13 October in Luxembourg. Every month this Council brings together the foreign affairs ministers of the European Union, the European Commission and the Secretary-General of the European Union, the High Representative for the Common Foreign and Security Policy (CFSP).
The ministers prepared the meeting of the European Council in Brussels on 15 and 16 October, which will be dominated by the economic and financial situation and the EU's will to contribute to the international resolution of this crisis.
Also in the context of preparing the European Council, the foreign affairs ministers discussed the consequences of the Extraordinary European Council of 1 September on Georgia and EU-Russia relations. With the EU's monitoring mission now deployed on the ground, the ministers reviewed the political situation in connection with the discussions that will be starting on 15 October in Geneva and preparing the conference of donors for Georgia on 22 October in Brussels.
They also discussed the situations in Zimbabwe, Moldova and Uzbekistan, and the situation in Belorussia following the elections of 28 September. A troika between the European Union and the Belorussian foreign affairs minister is taking place in the margin of the Council to review the situation following these elections, in accordance with the conclusions of the September Council.
The Council also decided to establish a strategic partnership between the European Union and Mexico.
Also held in the margin of the Council was the EU-Morocco Association Council, with the EU using this occasion to affirm its sensitivity to Morocco's specific needs and expectations and the EU's readiness to respond favourably to Morocco's request for advanced status. This meeting was also an opportunity to review, in the presence of our Moroccan partners, the close and trustworthy cooperation between the European Union and Morocco.
