Seminar "Field agents facing the phenomenon of radicalisation"

Preventing and combating terrorism call for action to curb radicalisation and recruitment. To achieve this aim, the Austrian Presidency of the European Union launched a project in 2006 to tackle the phenomena of radicalisation and recruitment in prisons. This project, which associates the German and French Presidencies and is financed by the European Commission, plans four seminars as well as the development of a best practices guide targeting trainers of field agents and more specifically prison staff.
Two seminars took place under the Slovenian Presidency, firstly in Vienna on 23 and 24 January 2008 to launch the project and then in Berlin on 24 and 25 April 2008 to focus on the best practices guide. Under the French Presidency, a third seminar on the "Training of trainers" is to be held in Vienna on 8 and 9 September 2008.
The final seminar, to be held outside Paris in Saint Denis on 30 September and 1 October 2008, will bring together representatives from the 27 Member States and the European Counter-terrorism Co-ordinator, Gilles De Kerchove.
Besides the presentation of the best practices guide designed to assist trainers of field agents facing the phenomenon of radicalisation, the event will be the occasion to showcase the work achieved by the project team in cooperation with the Member States.
It is also an opportunity to focus on the experience of several Member States and partner countries in combating the phenomena of radicalisation and recruitment. In this context, France will present its national system based on a pragmatic approach.
The final seminar will not focus exclusively on phenomena of radicalisation and recruitment in prisons and touch on related complementary issues, but will also strive to to deepen the knowledge of European community staff involved in combating radicalisation. The different approaches illustrated could serve as a reference within the EU.
