Main results of the Justice and Home Affairs Council

The Council has reached an agreement on the European pact on immigration and asylum. The Pact will now be submitted for adoption to the European Council of October 2008.
The Council recognised the support of all the delegations for the draft Directive on the conditions of entry and residence of third-country nationals for the purposes of highly qualified employment (the so-called “Blue Card” Directive). The Council has charged the Coreper with finalising the text of the Directive.
The Council held a political debate on the consequences of the ECJ’s decision in the Metock case and welcomed the Commission’s intention to present, by the end of 2008, an evaluation report on the transposition of the Directive on the right of citizens of the Union to move and reside freely within the Member States.
The Council also discussed the resettlement project of Iraqi refugees in the context of the European Commission's mission to Syria and Jordan at the start of November.
Lastly, the Presidency also touched upon the results of the ministerial conference “Building a Europe of Asylum” which was held in Paris on 8 and 9 September 2008.
