The European Parliament is meeting for another plenary session from 22 to 25 September 2008.

On 22 September, the MEPS are meeting in Brussels for the second plenary session of September.

The European Parliament meets every month in Strasbourg for its plenary session, but as for the previous session, the MEPS will exceptionally meet in Brussels and not in Strasbourg, due to the repairs being carried out on the false roof of the Parliament chamber in Strasbourg.

The main discussions planned for this plenary session, at which the Council is due to be represented by a minister of the French Presidency, will address the following topics:

  • Terrorism and data protection: On 23 September, MEPs will debate two reports on combating terrorism and personal data protection. Rachida Dati will represent the Council on these issues.
  • Safety in maritime transport: Five texts from the ‘Erika III’ package relating to the security of maritime transport will be discussed on 23 September. These texts concern the vessel traffic monitoring and information system, accident enquiries, the civil liability of companies transporting people by sea or of the authorised bodies which inspect these vessels. Dominique Bussereau is responsible for representing the Council for the entire session.
  • The Schengen Information System (SIS): The SIS enables the countries concerned to quickly exchange information on reported individuals or property. On 23 September, Jean-Pierre Jouyet will represent the Council at the debate on the migration of the existing system to SIS II.
  • Relations with India: On 24 September, the Council, represented by Jean-Pierre Jouyet, and the European Commission will address the MEPs during a series of declarations on the subject of the preparation of the EU-India Summit.
  • Energy prices: On 24 September, Christine Lagarde will reply to an oral question addressed to the Council and the Commission on the control of energy prices.
  • The global financial system: On 24 September, Christine Lagarde, representing the Council, and the European Commission will address the MEPS during a series of declarations on the situation of the global financial system and its effects on the European economy.
  • The social package (health section): On 25 September, the Council and Commission have planned declarations to present the section of the social package on the area of health. This section deals in particular with the refund of healthcare expenses for cross-border patients. Roselyne Bachelot is responsible for representing the Council at this session.

The debate of the legislative and work programme of the European Commission for 2009 is also on the agenda for the plenary session, the debate being scheduled on 24 September.
