Seminar on local governance: a European issue

This event, which will be attended by Michèle Alliot-Marie, the French Minister of the Interior, Overseas France and the Territorial Communities and Alain Marleix, the French Minister of State for the Interior and Territorial Communities, will bring together senior local government officials as well as high-level representatives from the European Commission, the Comittee of the Regions and the Council of Europe. Local MPs and representative associations which are concerned by European local governance issues have also been invited to take part.
The general theme of this 5th seminar is "best practices for involving local authorities in decision-making processes and the implementation of Community law". There are a wide variety of territorial organisation models within the EU and each State is responsible for defining its own institutional structure and the division of competencies between the State and infra-state bodies.
With the current development of territorial cooperation and the growing impact of Community law, local authorities are wielding increasingly more clout as privileged agents in the implementation of European policies and as garantors, together with the States, of targets for public expenditure control.
Round tables will address issues linked to the development of cross-border and inter-regional cooperation on the territory of the European Union, the ways in which territorial authorities are involved in meeting standards for local public expenditure control, and the impact of Community law on local authorities.
Around 300 participants are expected to attend the seminar.
