Meeting of the e-Government Working Group

The e-Government Working Group, "eGov", is an intergovernmental cooperation entity whose aim is to put public services in the European Union online. It is helping to implement the i2010 Action Plan, adopted by the Council in 2006, by encouraging recommendations to be formulated to strengthen coordination between the Member States and by fostering the exchange of good practices.
The European Public Administration Network (EUPAN) brings together the ministries responsible for civil service and State modernisation issues from the 27 EU Member States and their competent directorates-general. This intergovernmental cooperation network allows national administration heads to formulate organisational and operational recommendations and exchange best practices with a view to improving the quality and effectiveness of European public administrations for the management of the internal market and the development of innovative services. In November 2000, EUPAN was strengthened under the French Presidency with the creation or consolidation of four expert working groups: Human Resources Management, e-Government (eGov), Innovative Public Services, and Better Regulation. The latter was dissolved and replaced by the Directors and Experts of Better Regulation Working Group.
One of the objectives of "eGov" under the French Presidency is to oversee the implementation of the actions agreed to by the ministers at Lisbon in 2007, concerning primarily:
o cross-border interoperability of the information systems of European administrations
o a reduction in the administrative burden on citizens and businesses
The French Presidency also wishes to make a concerted effort in developing the 2015 strategy for online public services, in close consultation with the Commission and Member States of the extended Troika. The extended Troika comprises France, the Czech Republic, Sweden, Spain and Belgium and meets under the auspices of the European Commission.
The "eGov" group will address the following themes:
-->Improving administrative cooperation between the Member States, particularly as regards:
o collaborative work between different administrations
o the mutual recognition of reference data between the Member States
o the interoperability of businesses' national public directories
o the adoption of common standards for exchanging and processing supporting documents in electronic format
-->Continuing the work initiated in the Learning Team, a specific group dedicated to using Information and Communication Technologies to reduce the administrative burdens on citizens.
