Meeting on human resources management in European public administrations

The central administrations of the 27 EU Member States, charged with the employment and careers of civil servants, are to meet on 8 September 2008 in Paris to address the challenges facing human resources management in the public sector.

The management of human resources in the public sector is a major issue for the modernisation of administrations in European countries. Indeed, these services are faced with numerous challenges including managing demographic change, anticipating future skills requirements and coping with constraints relating to public expenditure, etc.

The European Public Administration Network (EUPAN) brings together the ministries responsible for civil service and State modernisation issues in the 27 EU Member States.

Within the framework of this network, the French Presidency has identified two human resources management (HRM)-related topics on which it will conduct in-depth studies and stimulate discussions between experts and administrative directors at the European level.

1. The creation of a reference framework for measuring HRM performance. How can we implement a human resources policy that responds to the strategic aims of the organisation by providing the best response to the staffing needs of public services and making the most of the skills of public employees? Varied experiments carried out at the European level will help to identify the best practices in this field.

2. Management policies for senior officials. How are managerial staff managed in our European administrations? What are their working conditions? How are the issues of parity and diversity accounted for in this category of public employees? This topic follows on from the work carried out under the Slovenian Presidency of the Council of the European Union, focusing on leadership in administration.

The meeting of 8 September 2008 will be mainly dedicated to the first topic. The second topic will be addressed in a subsequent meeting to be held in Brussels on 12 November 2008 with the backing of the European Commission (Directorate General for Personnel and Administration).
