Third High Level Forum on Aid Effectiveness, Accra

The donors on the Development Assistance Committee, over half of whom are European, and the partner countries will take stock of achievements to date and identify measures to achieve greater progress.
Alain Joyandet, Minister of State with responsibility for Cooperation and the Francophonie will attend the Accra Forum on Aid Effectiveness on behalf of the European Union.
The European Union plays an important role in this process. It currently donates over half the world's official development assistance (ODA), and its members include both established donors and the new Member States who are now embracing development assistance cooperation and the principles of the Paris Declaration.
Within the framework of the Presidency of the Council of the European Union, France intends to showcase the actions undertaken by the European donors to improve aid effectiveness. Based on the conclusions of the European Council of May 2008 and the main policy guidelines adopted in July, France will strive to ensure that the Accra Action Agenda (AAA) is an ambitious text, particularly on the division of labour, the use of national systems, mutual accountability and medium-term predictability, with a view to adopting a declaration on second-generation aid effectiveness - the objective of the Fourth High Level Forum planned for 2011.
The aim of the French EU Presidency is to step up progress on improved aid complementarity between Member States and the European Commission at both a sectoral (in the partner country) and geographical (between countries) level. The best approach being to deal with the specific needs of aid recipients by adapting our range of tools, taking account of the 'forgotten' countries in terms of aid and putting forward responses adapted to conflict and fragile situations. The Presidency of the Council of the European Union will ensure that this process is carried out in partnership with the recipient countries and in association with civil society
