Civil protection: promotion of mutual training and assistance in Europe

The rise in major natural disasters in recent years has led to the emergence of new civil protection requirements. The Civil Protection Mechanism in Europe was created in 2001 and reinforced after a series of fierce forest fires devastated the south of Europe in the summer of 2007. It was enhanced by the creation of a financial instrument providing the European Union with an annual budget worth €25 million for civil protection missions.
The seminar "Feedback and perspectives on training, transport, equipment and mutual assistance in Europe", to be held in Aix-en-Provence from 29 to 31 July, aims to take stock of European cooperation in civil protection matters with a view to strengthening its crisis response. For a more structured use of available civil protection resources, this seminar provides an opportunity to promote the principle of mutual assistance in Europe both in the European Union and among its Member States. This assistance would consist of Member States agreeing on a voluntary basis to establishing standby periods in which they would make civil protection teams available to intervene in crises. The seminar will also provide an opportunity for discussing the creation of a European civil protection training college. Developing common training programmes is essential for strengthening the interoperability of these future European civil protection modules. The personnel assigned from different countries to work together in international operations should be trained according to common procedures.
