The Conference of Community and European Affairs Committees of Parliaments of the European Union (COSAC) is an instrument for cooperation between the committees of national parliaments dealing with European affairs. The COSAC facilitates regular meetings between members of the national parliaments of the Member States and acceding countries and of the European Parliament. The first meeting of the COSAC took place in November 1989. It was then formally recognised by the protocol on the role of national parliaments annexed to the Treaty of Amsterdam which authorised it to submit to European Institutions all the contributions that it deems necessary. The COSAC is presided by the Parliament of the country which holds the Presidency of the Council of the European Union. It meets once every six months in plenary session (six representatives from each national parliament and six representatives from the European Parliaments) to debate and adopt its contributions.
A meeting of chairpersons of the committees specialised in European affairs of the national parliaments, more commonly known as the "small COSAC secretariat", is normally held at the beginning of each half-year. It is in this context that the chairpersons of delegations to the COSAC are meeting, invited by the chairpersons of the Delegations of the National Assembly and the Senate for the European Unions are meeting in the National Assembly on 7 July 2008. This meeting's programme will include the presentation of the priorities of the French Presidency of the European Union for the Minister of State with responsibility for European Affairs, Jean-Pierre Jouyet. In the afternoon, the MPs will touch on the Union for the Mediterrean, in the presence of Benita Ferrero-Waldner, European Commissioner for External Relations and European Neighbourhood Policy, as well as M. Alain Le Roy, Ambassador of the Union for the Mediterranean.
The plenary meeting of the COSAC, commonly called the "large COSAC secretariat", is scheduled the 3 and 4 November 2008 at the Senate
