European Conference "Evaluating public policies in Europe: Cultures and futures"

The European Conference "Evaluating public policies in Europe: Cultures and futures" will be held on 3 and 4 July in Strasbourg, in the European Parliament's premises.

Organised by the Société Française de l'Evaluation (the French Evaluation Society) and DeGEval-Gesellschaft für Evaluation (the German/Austrian Evaluation Society), with the support of the French Presidency of the Council of the European Union, this conference will bring together the main European players involved in assessment at the level of the Community, the Member States and the territorial communities. Some 700 experts and representatives from government departments, local communities, universities and civil society will attend, with the aim of promoting closer cooperation between national assessment agencies .

Eric Besson, Minister of State to the Prime Minister, with responsibility for Forward Planning, Assessment of Public Policies and Development of the Digital Economy, will speak at the opening plenary session of 3 July. In particular, he will explain the reasons behind the creation of such a Ministry of State and its aims within overall government policy.

The purpose of this meeting is to exchange best practices, compare the different methods and cultures of evaluation, and examine the extent to which they are complementary, with the aim of developing a common assessment policy.

The conference will therefore be organised around three main themes.
The first approach will be devoted to how specific sectors are assessed in areas such as innovation, research and competitiveness, and health policies, etc.
A second and more cross-cutting theme will allow the following issues to be addressed: what are the different ways of institutionalising evaluations? What are the methodological innovations? Is professionalisation progressing?
The final theme will explore the institutional approach, and will aim in particular to define the role of evaluation at the executive and legislative level.
